What a curious looking racing car. I wonder if the driver got whoozy from the exhaust constantly in his face.

No, it's not British.
As far as I understand the parts of this car came from different vehicles.
The engine wasn't originally used for the road...

I found a source that says that this is a 1920 Gipsy FIAT 6.1 litre WWI Aircraft-engined Brooklands racer.

The engine is certainly British, unless it's a Wright built on licence.

So far as I know this car's engine is a de Havilland Gipsy Major, adapted to run upright (rather than inverted) so nothing to do with the Great War (WW1 if that's how you think of it) or the USofA. The engine cannot be earlier than 1932.
There is nothing Brooklands about it either, as it was made by Frank Cuttel in New Zealand in modern times.
The person in the USofA who is offering it for sale says things that are plainly not true but are hoped to get him the $125k price. I understand he paid Frank about $AUS39k so he's got some work to do!

As far as I understand it is a recent built "nostalgia" racer, though assembled with various vintage parts it has no historic racing fame at all.

There's a small typo in the heading - it should read Gipsy not Gypsy......
