Title: Solved: Allemano's № 687 - 1961 Krausemobil by Joachim Kunsch

Please respond below if you know name of this car. Who was the constructer?

This is a Krause. It was introduced at the Leibziger Messe in the spring of 1961 and remained current until 1963 but it's not clear how many are build.
It had a 7 hp scooter engine of 150 cc which give a top of about 60 km/h.
The body was made of aluminium.
Krause was specialised in vehicles for the handicapped and this car could be adapted for them too.

I am thinking of the name of the constructer.

It was not so easy.  Google brings much information about the Krause's Mobil Service Station in Berlin, as well as the Krause Mobil ladders, but our little car is difficult to find.  Only when googling "Krause-Mobil" and 1961 did I find some references on e-Bay notices based on a Bericht (article) of the Oldtimer Markt journal from 1992.  Louis Krause seem to be the answer.

This being said, I feel that Facel solved most of this puzzle.

Nice sleuthing, but... it's not Louis Krause I'm after.
The Krause company built some other vehicles, too. In one source on the internet the (almost) whole story is told...

Looking for Louis Krause, I find the "Louis Krause Krankenfahrzeugfabrik", as Facel said.  No Krause-Mobil on this site, but many Simson motorcycles (Schwalbe, Star, Spatz, Sperber, Habicht and Piccolo/Duo).  The latter category (Versehrtenfahrzeuge) is associated with VEB FAB and VEB Robur. Is it what you mean ?

Ernst Thälmann, from the "VEB Fahrzeug- und Jagdwaffenwerk Ernst Thälmann, Suhl", who began the production of Kleinkrafträdern like Simson in 1955 ?

;) ;D No, that company was named after Ernst Thälmann who was member of the German Reichstag during the Weimarer Republic for the KPD, the communist party. Thälmann was killed in KZ Buchenwald in 1944. :(

Waiting for cars was a common phenomenon in the GDR.
This 1962 magazine clipping said it was not available before 1965:
