Well as they doesn't appear to be anyone in the cars then I would say that they are either being delivered with the car having railway wheels instead of tyres.
It also looks like the front (left most) might be providing the power?
I think there's a driver in each of the vehicles and yes they all share railway wheels....
Well on the image above I can't see anyone in the other cars.

to avoid misunderstandings: it's not the case that it's simply the related microcar on railroad wheels.
The vehicle in this puzzle only runs on railroad tracks and doesn't resemble the design of the 'known' microcar in question.
The Wendax was built by Draisinenbau Alpers, but the Alpers draisines I know look different. But it is still worth a try: any relation to Wendax?
