In this case, it must be the electric version, since you can read "PROTOTYP ELEKTRO AUTO" on the windscreen.
Cock was responsible for the Cockpit, which I believe was written with just one T and if this is II then it must be from 1971.
The full name, according my sources, is Cock Cockpitt II - first seen in 1968 at the Amsterdam Auto Show.

Witkar was a project in Amsterdam .The initiator was Luud Schimmelpenninck of the Provo movement who allso wanted to legalise cannabis (hashiesh)
Cock from Assen build the first series of 10 in 1972. In 1975 Spijkstaal from Spijkenisse built the second series of 25. (Cock was declared bankrupt on 26 July 1974)
Smoking cannabis was legalised but the Witkar (white car) rental car project failed after some years.
The Cockpit (one t) and Cockpit II where prototypes without any commercial success.
