Looks to me like an attempt by a builder of electric carriers to create a microcar on the same base. 'Design' looks rather North European. Dutch?

Yes it is Dutch.  Any idea what it is called?

Ladies and gentlemens, let me introduce you to the "Cockpitt II" (imagine the first version !!), a microcar shown at the 1968 Amsterdam motorshow by a company called... Cock  ::)

The mighty power came from an electric or a gasoline engine...

In this case, it must be the electric version, since you can read "PROTOTYP ELEKTRO AUTO" on the windscreen.

Cock was responsible for the Cockpit, which I believe was written with just one T and if this is II then it must be from 1971.

Does anyone know what's the relations between Witkar, Cock, Spijkstaal and Luud Schimmelpenninck?

Witkar was a project in Amsterdam .The initiator was Luud Schimmelpenninck of the Provo movement who allso wanted to legalise cannabis (hashiesh)
Cock from Assen build the first series of 10 in 1972. In 1975 Spijkstaal from Spijkenisse built the second series of 25. (Cock was declared bankrupt on 26 July 1974)
Smoking cannabis was legalised but the Witkar (white car) rental car project failed after some years.
The Cockpit (one t) and Cockpit II where prototypes without any commercial success.
