Yes, it's a mock-up. That's all that came out of this project as far as I know. And I don't think it's Heuliez-related.
I find those two microcars to the right rather interesting. They look as if being built in the late seventies, a bit like the first Marden Espace, which they aren't. The right one seems somehow familiar to me, but I can't figure it out. Who can help? Perhaps it can contribute to the original puzzle? At least, I would guess: French.

It's a Citroen. The picture was taken at the Conservatoire Citroen at Aulnay-sous-Bois. In the background you can see a part of a Comotor Wankel engined helicopter.
..and now I've found the original picture in the web (New York Times). There it says: "Built sometime around 2000 (Citroën isn't clear about the exact date) this foam mock-up was a little-known styling exercise for a proposed return to the U.S. market."

It's indeed a mock-up of a small Xantia-based pick-up (as far as I understand, though I've never seen the rear part of the car) which was a proposal for Citroen's return to America (which still hasn't happened I think?) around the year 2000.
It's not a pick-up, but a coupe.

.. and the other one, that seemed familiar to me, is the Citroen Urbain II. I had seen pictures of it from Retromobile 2009. (By the way, Urbain I was shown at Retromobile 2010.)

And I still think it's a pick-up, just with a covered bed. The rear end's shape wouldn't make much sense if it was a coupe.
