This guy, named Huang Zhying (黄志英), 76, who lives in Fuzhou, built three cars for disabled people. The one one the picture is the 2nd.
Here's the first one:

It was later rebuilt to become the puzzle car which sports the logo of the 2008 Beijing Olympics.
The 3rd car is a blue "sports car", a tiny roadster.
