Nothing to do with Lotus but there may have been certain parts from other manufacturers incorporated in the car.
By the way, as a clue, it is British

Is it so small, that the engine compartment is actually where driver/passenger legs fit? Therefore, is it VW based?

True, engine size is small.
But the car has no VW connection/parts.

I wouldn't normally provide this information, it's really your job to narrow it down by asking questions.
However as this one has been stagnant for a while i'll provide you with a clue.
It originates from the same country I originally come from (not France)

If WHCGT reads the earlier threads, it has already been established that this car is British.  So, is it Austin-Healey-based?

Yes, I know..... that was a bit of a non-clue if you see what I mean!

To answer your question, it is not Austin-Healey based, it is much smaller than that.
When you said A-H you are in fact quite close.

The car is question is not a 'one-off' but one of a small series built by a man who was very active in a British racing series in the 1980s.

Thanks Woodinsight.  I was purposely a little vague with my Austin-Healey question, as I figured it's more Spridget-based than Big Healey.  So, Sprite/Midget oily bits?

No Sprite/Midget oily bits as far as I'm aware.
The racing series this car (it was designed for road & race use) was built for is the biggest clue to the answer.

That's the correct step - 750 Formula series car
Won't lock it yet as too many questions remain

The car and the builder are well-known in 750 MC racing circles and this car is currently for sale (although the website listing it seems to have disappeared recently)
