No, it's only an 'informal' lock as it can't be done by the board software.
The author of the puzzle usually gives an exclusive time limit to the one who is so close to the solution that it wouldn't be fair to keep him back from the chance to finish the puzzle.
Note: this is the author's free choice. If he doesn't explicitly lock the puzzle for one (or sometimes two) person(s) it's still open for other puzzlers.
