This is a Pasquali Riscio, introduced in Italy in 1958.

Yes - I misread my handwriting in my haste to post!
Of course it is 1998, not 1958.
It's electric-powered and could be had as a single or two-seater.

As it appears to be a single-seater this would make it a Pasquali Riscìo Type 105.10.
