Partly correct. There is a strong Renault connection as can be seen in the name Neutral which is an anagram of Renault, but it wasn't a Renault development. So who was responsible for this concept and please complete the name.

Responsible for the project was the Communist union, C.G.T. They felt very unhappy with the Renault-Management, especially. as they didn't freshen up the, since 1961 built bestseller, R4.
They founded the APVF Association (Association of Former Employees and Friends of Renault for the Promotion of a Small French Passenger Car), to build up an improved version of the R4. End of 1984 they showed their "Neutral 4"-project...
