For 1 point - what's this and what is its base?
(Sorry about the rather poor quality image)

This looks like a Sammio, based on a 2CV (can also be Triumph Herald based) and made in Poole, Dorset, England by Bay View Rods.

It is indeed Citroen-based, but Sammio is not the name I have it as, although I do agree it looks so much like one that is is most probably related.  As we know, these kit-cars often go by different names.

I picked the picture up from an advert for the car, so the seller knew what he was selling; I also had to paint out the name which was on the grille, and it wasn't Sammio!

Have another go!

If its not a Sammio (Sammio Chevaux to give it its full model name) then I really dont know what it is, as the actual car in your photo is one I know well, as the owner lives just down the road from Goodwood (where the photo was taken) and often pops into the circuit.  He is now selling the car.

The badge deleted from the grille says probably Citroen, in the old script uniquely found on Slough-built cars.

As an update, this actual car also wears a Citroen Sportiva logo, with the Citroen badge being a Slough-built example, and the Sportiva badge being taken from a special edition AX Sportiva that was laying around in the builder's garage.

So, the full title of this car could be a rather long Sammio Chevaux Citroen Sportiva, manufactured by Bay View Rods in Poole, Dorset, who are now also known as Sammio Spyder Recreations Ltd!  All very confusing!!  Here's some more photos of the car.

Well well, interesting story!
It seems to be, as you first said, a Sammio Spyder, which was/is a Triumph Herald-based kit-car.
But the guy who built this one put it on a similar-sized Citroen 2CV chassis complete with elastic-band motor and gave it the name Sportiva 600, the name he used to advertise the car for sale and what I was looking for!

Subsequently Sammio decided he'd hit on something and now offer the car based on 2CV mechanicals but giving it the name Sammio Chevaux.

So the puzzle car is the unique Sportiva 600 as it's a home-built concoction which later on became offered as a kit by Sammio!

Very well done and a good point!

Here are a couple of Sammio's own pictures:
