No, it's not from the latest Cars movie, but what is it and by whom, for 1 point?

I don't think it was ever actually built so it's just a concept.

The puzzle picture is a computer-generated 3D representation of this tractor unit. For comparison, here are the drawings from a patent application, lodged July 1937, by Alexis de Sakhnoffsky.

He did get some similar designs built - most famously, perhaps, the Labatt's streamlined beer truck:
