A point if you can identify what this proposal is and who it is by?

a Saoutchik design, possibly for a Renault 4CV or Dyna Panhard?

It is Saoutchik, yes.
But not Renault or Panhard.

It is a Saoutchik sketch for the catalogue of the Mathis 666 at the Paris Auto Show from 1949 ; it is only a sketch, the car was never made with this Saoutchik body.
