It was\is street legal and it is powered by an engine taken from a motorbike.
I don't think it will ever be solved, that's why I'll give a point for who will find the engine and then I'll post the answer myself.

A reader discovered a very little car built by an artisan in Piemonte in 1958 and regularly homologated.
One-off, Puch 250cc-engined, it circulates in daily traffic
(...)Mr Pietro Migliorati (aka Pierino Modifica) owner of an electrician workshop in Alba, Cuneo, built this one-off in 1958 and homologated it on the 7th of July 1958 ( chassis #1111458, license plate #CN157300). It can be considered a toy car but is a so efficient toy that you can use it in daily traffic. It is a open 2-seater car, sheet metal handmade body on a tubular steel frame. The engine is mounted centrally, behind the seats and it's RWD. The engine is a 4-stroke 2-cylinder Puch, 250cc, mated with a 4-speed gear plus reverse (like in the 500). Max power is 4CV, wheels are 450x8.
The appearance of this little car (that reminds the Volpe, even being smaller than that) is pleasant even if the carburetor required the presence of a big fin. (...)

It definitely is the same car. The funny thing is that it was displayed at the AutomotoretrĂ² 2011 in Torino with another name: Perosino.
