Interesting you say Scandinavia. Those  front wheels sure do look a lot like '73 or newer SAAB wheels
exept for the centers are too small.
Could it be SAAB or Scania related? ? ?

No. This company operated in many fields of industry but the vehicle side was very short-lived. The company has changed name a couple of times in its life.

No. As far as I know Nokia has never made an vehicle. This company was a conglomerate of several heavy metal industrial companies. The name of the original company is virtually unknown these days. This puzzle is not an easy one I'm afraid ;D
