What was this coupe based on and who built it for a point.

Proportions/glass/doors/wheelbase look rather Lotus Elite Mk1-like.
Anything to do with that?

Nothing to do with Lotus but this car was built at around the same time that the original Elite was announced.

This car was a one-off but not built on a Ford base.

This one is still bugging me.... and the pros seem vexed too. I'm sure I'll be kicking myself when it's solved.

In the mean time, there are straws to clutch at, so I'll ask if there is any Frank Costin involvement?

Probably inspired by Frank Costin's designs.
As a clue - this car was built in 1957! and was a one-off.

was it built by Williams and Pritchard?

I don't know if the body was built by Williams & Pritchard - will have to dig a bit to see if I have that information.

It's an Austin Seven special built by Bill Williams, but that's all I've got

Bingo!
It's the LMW Special built by Bill Williams in the 1950s and highly praised at the time for its design, build and execution.
I don't know if the car still exists and whether other photos are available.
