Number #17 is a Seal

"The Seal was first manufactured by Seal Motors Ltd in Manchester (UK).Produced from 1910 until the early 1930's the vehicle was described by the manufacturer as being "Sociable, Economical and Light"(SEAL) ;)

It may look like a Sociable, it seems to be economical and light, but unfortunately, it is not a Seal.

Correct. It never really reached production, only 3 prototypes built. A 1972 one with registration number KPA185K was in the nowadays closed Störy microcar museum.
