It looks like the beetle engine is in the same place as normal and a kind of subframe was added. Googling Sechsrad and Kaefer did not help me a lot. I'll try geography. Is this Southern Germany?

It's a Meller Falke (Falcon), a prototype six-wheeler built on a shortened Beetle chassis by Karl-Heinz Meller in Hamburg in 1980.

He apparently had dealings with Saudi Arabia, and a Saudi prince asked him to design and build a light vehicle for falconry hunting in the desert. There was an intention to put it into small series production, but Meller died suddenly, and the project folded.
