Those wheels look very similar to what the Subaru 360 had so I wonder if its a Subaru of some kind.

This car has a very special feature. It has a flexible track width, adjustable even while driving!
Rabbit subaru RS-3 was designed by an aircraft engineer.
Fuji Heavy Industries (FHI), the manufacturer of Subaru
cars traces its roots to several separated companies of
Nakajima Aircraft Company. One of those companies was the
maker of rabbit scooters.
The designer of rabbit subaru was an engineer of a local
factory of FHI. He made the car on his own authority
without support of the company. This reminds me of the
relation between Fritz Fend and Messerschmitt company. But
the production plan was canceled and he failed to become
Fritz Fend in Japan. And so rabbit subaru is ignored in
the official history of FHI/subaru.
