This car hasn't gone through the styling department yet, I guess.

For one point, please respond and identify this car and the year it was built.

This looks like a manufacturer's test rig for trying out the running gear for a new model.

Right Hand drive suggests Britain, Australia, South Africa - or SE Asia.
The car behind doesn't look British
No radiator visible so maybe air cooled?
Air cooled so maybe a VW engine
They made VWs in South Africa

So, is this a front-engined front wheel drive VW prototype from South Africa
 
The name?  Well VW used either winds or games.  This being South Africa, it would have to be the Rugby?

It's neither a VW, nor does it come from South Africa.

Sorry, not Brazil.

I don't think it's an Aero Willys. I would go for a 1957 Ford.

It has a certain 2CV look about it, but apparently it's a Honda test mule, codenamed X170, from 1959. It was the first prototype in Honda's development of four-wheeled production cars.

There doesn't seem to be a lot of information about it, but it had a 360-cc overhead cam V4 engine, air-cooled and with twin carburettors, driving the front wheels. Not many pictures either, but here's a side view.
