The basic style highly reminds me of the Bugatti Tank car, as it is commonly refered to as ?
Roughly 1929-31, Bugatti base?

The name I have wasn't mentioned on AP before. I'm not quite sure whether he is the builder or the second owner, probably rather the latter.

Yes, that's it. It has a 200 cc DKW engine. I guess, 1930 is the date of the main components, the car looks younger, probably early post-war.
