Ok, Now I have another avenue to search ..... this is difficult.
A little hint: I modified the flags as there was an emblem in the middle that would lead to the solution.

Significant to the puzzle is another year of the 1930s.
The colour scheme of the flags is not blue and white. The flags carry an emblem in the middle which contains the manufacturer name.

It's a factory truck with a "Fliegende Werksschule"(flying workshop) in it.
It was for the formations of the Opel's dealers workers.
