Can you identify this engine? In which year did it first appear, and what car would you find it in?

Within the currently-accepted definition of Europe, yes. But note my cautious answer.

Could this be the engine which powered the Moskvitch 407?

Tom_I

Moskvich is right, but it's not from a 407. I think there are enough visual clues in the picture to identify it, now that you know what you are looking for. I'll lock it for you until your next reply.

That's it! The 412 saloon and 427 estate/wagon came to the UK in 1968, powered by this new all-alloy overhead cam 1500cc engine.

It figured prominently in magazine advertisements at the time. How much interest prospective buyers of these cars would have had in what was under the bonnet I don't know. Probably very little, so long as everything worked reliably. Unfortunately it didn't in many cases, and these cars earned themselves a terrible reputation in the UK, and imports stopped in about 1975.
