Ok, that's not the same car, there is one wheel in advance and an air intake less but, hey, that's too similar!
So my guess is a british manufacturer using the Powerdrive body for a 4-wheeler car, given that is not a Powerdrive at all.(isn't it?)

Well, what do you make of that?
It appears that the picture department of the magazine thought that maybe a wheel was missing on the photo and added one (that wheel did seem a bit weird to me...)
It is a 3-wheel Powerdrive!

I think this will be worth 2 points.
