But the true question is the

It's not Old Dave himself, but you're right about the shop. Mitchell's Muffler Shop is indeed the shop who "stands behind its mufflers".

Very good! I can't find back the picture myself so I didn't know the name was Morris and he was Chief of Police. I read the name by flipping the picture backwards (photographers write the subject on the reverse side).
Otto was quite close as the car is Dave Mitchell's pickup and I believe that the event was set up by or with the Pasadena Roadster Club.
The chief was living large that day. But the girls prevailed, and talked him out of the truck and the Jag.
BTW, the exact date was 20 March, 1952
