That's Kenny Scharf. Here is a Cadillac he painted, the Astral Uber Cumulo Nimbus Atlantian Express, a 1960 Cadillac Coupe DeVille:

Kenny Scharf is a prolific artist who has worked in painting, printmaking, drawing and sculpture: he has designed lifeguard stations, Zippo lighters, watches, cellphones, carpets, carnival carousels and a line of mannequins. He created The Groovenians, which aired on The Cartoon Network. Sharf has exhibited widely, including the Salvador Dali Museum, St. Petersburg, Bienalle de Sao Paulo, Brazil, Tony Shafrazi Gallery and Queens Museum of Art, New York, Museum of Contemporary Art, Monterrey, and the Ft. Lauderdale Museum of Art.

He also did this Caddy, called the Suprema Ultima Deluxa
