The artist is Scottish caricaturist / cartoonist Craig Rogalski. No idea on the vehicle though...

OK - I see where I goofed.
Artist is another cartoonist, Shawn Dickinson. Much (most?) of his work seems to be related to cars, in a 1960's Rat Fink vein
