The picture or the car :)? I assume you mean the car - it is not from Eastern/Central Europe

Yes, though I had the year as 1899

So this is a 1902 Teste&Moret, one of the experimental vehicles used by the Hungarian post. On the passenger seat you can see György Stoy, who was the first leader of the postal vehicle depot.
