Back on topic - the reflector looks like a prism. So is it intended to reflect in more than one direction simultaneously.

It has another somewhat unique feature that increases its visibility

D-type

It collects light from all directions: above, sides and from behind, and reflects all the light backwards.  Because of the multiple light sources the light flickers making it more visible.  And it is also visible in daylight.

Not quite that specific. More than one material could be used to give it the functionality that makes it special.

Could it be as simple as a reflector that diffuses light from each of the facets to make it more visible?  If so, it didn't catch on, except for blue dots.

Does it redirect the light it collects towards something like a license plate?
