With RHD I'm going to guess it was made in Australia at VW's plant in Clayton, Victoria.  They had a buggy of their own design called the Country Buggy.  The hardtop was sold by Annand & Thompson and only two were made, from what I see.  The Country Buggy was a slow seller and only made for 1968.  This one is somewhat like the hardtop.  I'm probably way off?

You're close with the country, but this isn't an official VW project. A little more than two were made as far as I can tell, too
