The concept that it might be a Ford Model A grill, hood, cowl and possibly fenders and hood on an Essex chassis is a distinct possibility.  Going by the wheel size, (they look like 21") the Model A part would be a 1928.  But Ford used a transverse leaf spring rear suspension until 1949 when longitudinal semi-elliptical springs were adopted.  The car in the photo seems to have longitudinal semi-eliptics, as did the Essex of that time period.  So I'd call it a 1928 Ford Model A on an Essex (?) chassis.  But that's just me.
