The builder is Bernd or Bernt Carstens. I think Bernt is the correct spelling. The car appeared in a well known German magazine in 1992. Unfortunately I don't have access to the contents of the magazine.

Not without paying for a scanned copy of the magazine, which (to me) would feel like buying a point. Let's see which of the fellow puzzlers has this magazine on his shelf.   :)

I don't have it from that magazine, but as far as I can tell my source isn't on any autopuzzler's shelf so far.
...and apparently not in their CD box either.. ;)

I've got that magazine, but no name mentioned there. But using a magnifying glass I could read "City Pick" at the back of the car. I guess that's the name you are looking for.
