Well, I believe I've found the car featured on a Latvian racing history site.
As I don't speak the language you'll have to bear with me as I try to extract what this car is.
It dates from 1980, was designed along the lines of a Ferrari 312T4 and was built by Indujla Rukuta (Indulis Rukuts?).
Not sure if the car is Estonian or Latvian but it appears to be named Estonia-Rukuts. Then again it may be named Rukuta Estonia-19 Formula?

This is indeed an Estonia 19 modified by Indulis Rukuts from Latvia and referred to as Estonia 19 Rukuts. It was a Formula Easter car with VAZ 21011 1300cc engine.
Indulis Rukuts later built some other cars, and on September 15-16 this year he will be racing in a Dzintara Volga historic festival at Riga's Bikernieki track (the same as on the puzzle photo) on a Rukuts 3 - the latest of his cars.
