It's Peter Gumley's self-built hillclimb car with which he has won 10 Australian hillclimb championship titles. Well, actually I'm not sure all of the titles were in this car, but Peter certainly has won it 10 times. The engine is a VW flat-four.

Well, it's described everywhere as SCV, but I assumed it just stands for "Self Constructed Vehicle" :D

Well, I have never put it that way and never met such an abbreviation for a special, but I've seen it mostly beng referred to as an SCV - Volkswagen, so I'll save it here as an SCV and give you a well deserved point.

Just to add a little bit more information, I've seen this car mentioned as a Wortmeyer SCV in some places too, since the man that originally built and from whom Peter Gumley bought it was so called.
