Sorry, I completely missed your reply. Yes it is a 1920s Latil, but not late.

Now for the 2nd part of the puzzle. Who built it, who owned it, and what was it's purpose?

My guess is that it was a rolling dressing room for a french movie star (or theater star). A woman, if we're to believe the roses. You'd call that a trailer in Hollywood.

But that doesn't explain the flags.

Not a dressing room, but there was a lady involved. She was fairly well known for her on stage performance, but she wasn't French. She wasn't the only occupant of this car.

Was she Dutch?

I'm not certain, but I assume she had a Dutch passport. Her name sounds very Italian, but she was born on Sumatra, which was a Dutch colony at the time.

I had forgotten to ask this: of course, the flag on the right fender looks dutch, doesn't it?

There's a sign on the car which say "Tour des 5 parties du Monde", so this was a camping car

Now, for the difficult part, who was she and who built the car?

Her wife was Alexandrina Johanna Walravina Gleenewinkel Kamperdijk. They married in 1921.

You've found a name that I haven't come accross before. The name that I'm after must be her stage name. I don't think it will help you to find the builder of the car, though.
