Yes, it is an Avis 4/20 PS. This two-cylinder engined model was their first one, the later four-cylinder engined one was featured here before: http://www.autopuzzles.com/forum/index.php?topic=17168.0

I still have my doubts of it being the same car when I compare the two pictures: different radiator shape, outside break and gear levers, artillery spoke wheels, acetylene lamps, etc.
