What exactly is this car, and from when does it date? A point if you can tell me

It sure is, but can you be a little more specific? And perhaps provide the (Anglicised) Chinese name too...

Well, under one of the transliteration systems (probably Pinyin) the [Mandarin] Chinese word that translates as 'Red Flag' is written 'Hongqi'

The owner user of the car was Chairman Mao Zedong, or Mao Tse Tung to an older generation. 

His first Hongqi or Red Flag was made in 1958

Hongqi (or Hong Qi or Hong-Qi or whatever...) is the correct name. You've also touched on the correct answer whether you knew it or not - This is the prototype from 1958 which is considerably different from the later production cars, not least the fan-like grille which was completely changed after this car.
