Make, who built it, what is it based on and the year will earn you one point.

It's based on a 2CV and the 'supercharger' at the front is a dummy. I have seen it before (I think in 'Planete 2CV' Magazine) some years ago, but I know no more about it, nor can I find out any more. :(

It is 2CV based but it does have a specific name and there is more information on the builder available.

It is certainly based on a 2CV.  The name of the car is "Ontos", which may be Greek for "Thing".

Both articles I found about this car, refer to the owner only as "he".  There may be a connection with Lomax, but it is not specifically described.

Yes, you've got the car!
The Ontos was built as a 2CV-based single-seater by Lomax Cars 1999 as a one-off.
Another point for you.
