It's a Jowett Javelin-powered special built by Reg Phillips in the early 1950s, but I don't know anything else or if it had a name

Well if it was Reg Phillips, it would be called a Fairley. (He was chairman of Fairley Steels)
One of his cars, based on an Austin seven chassis, was a Formula 3 car with a Manx Norton engine. Later it was said to have been adapted to take a Jowett engine in which form it looked more like a Dellow than the puzzle car and was registered CVR 708.
