What's this funny little thing and from when does it date - for 1 point?

Yes, that's the right car.
It is the one and only Pappenberger 600 built by German Rudolf Pappenberger in 1953 utilizing a DKW F-8 chassis, Zündapp KS600 motorcycle engine and transmission from a Goliath GP700.
