Don't know as I was just quoting the caption!
I assumed 1500 cc, which seemed a bit small for an American sports car, but maybe they were thinking of a new post-war direction?

In Teague's letter to Edsel Ford, when he proposed this design, he references the American convertibles on the market at the time that retailed for around $1,000, and the European sports models on the market for as much as $2,000. I believe his intent was for his sports car proposal to split the difference.
