I found a picture of what appears to be the same bell attached to the tiller of a 1901 Curved Dash Oldsmobile.

mymokke

Found it! According to the Curved Dash Oldsmobile Club , this is an accurate reproduction of a "LIBERTY" bell used on the tiller.
