It is the IKA Renndienstwagen, built in 1950 by Karosseriefabrik Fritz Fleischer based on a 1947 Opel Blitz 1.5 ton truck. IKA stood for ,,Vereinigung Volkseigener Betriebe für Installationen, Kabel und Apparate Leipzig".

Please excuse my very rusty "off the cuff" translation, but do I understand correctly that it's a service truck for cabling, electrical service and apparatus out of Leipzig (DDR) serving race tracks and teams?

I think it was a service car for all electrical matters of a racing car, especially spark plugs. The West German equivalent would have been a Bosch Renndienst.
