Tornado Wind Turbine Car (2010) by Oscar de Kiefte
I saw this car in museum Boymans van Beuningen in Rotterdam
(an exhibition called "new energy in Design and Art")

Well done,that's the one (although I have Oskar spelt with a K, rather than a C).  Another point to you.
