Looks a lot like a Reliant Scimitar GTC of the very late 70s, however those three little slots in the side, adjacent to the rear end, put the 'it's just a GTC' theory to rest, I'd think. Maybe a special with a Ferguson 4x4 system?

It is a Reliant Scimitar, but not a GTC.  Nor does it have a Ferguson 4x4 system either.

Is it the convertible conversion offered by Martin Hall & Brian Turner c. '91 for Reliant Scimitar se5 / 5a ?

Excellent, well done 72Must, as this is quite an obscure one.  As you correctly say, this is the Hall Turner convertible conversion kit for earlier Reliant Scimitar GTEs, offered at £499 in the early 1990s.  Another point to you.
