I'm placing this one straight into the Pros section as I think it is quite tricky.  That said, this puzzle is open to all Rookies and Experts as well.

So, to gain a point, can you name the vehicle builder, the make of the base car, and the year that this car was built?

Wow, that was quick!  I thought it might take rather longer than that!  It is by Edmond Pery, so locked or you to finish the puzzle off and tell me what the base car is, and when it was built.

I don't know the base, but I don't think that it is a vw, can be a pre-war car ?

Yes! Ok, now down to the last part of the puzzle.  What year was the car built?

1947 , built with a Amilcar small van !

The construction date Mr Pery gave me was 1946, but you are close enough as you obviously know more detail about this car.

So, a very-well deserved point to SACO.

This is the first car built by Edmond Pery, who went on to make many interesting cars under the APAL brand name in Liege, Belgium.
