Yes, it's Austin Seven based and I believe built in the late 1950s.
I have only the driver (and possibly constructor's) name so I will award the point to the first person to reveal his surname.
The clue - his surname was the same as a well-known driver of the 1940s-1960s.
I'll LOCK it for FrontMan to have the first guess.....

I'm assuming here that your "40s-60s" criterium is accurate. That precludes (sadly) many of the well-known names of that period. The only top names I'm coming up with are Moss (which it is not) and Salvadori. He's presumably British, hence the Austin 7 Special.

I'm wrong in saying 1940s-1960s so apologies for that.
He was not a top flight driver such as Moss, Collins, Hill, etc. but rather a versatile driver who raced in Formula One as well as sports cars.
He was active in the 1950s only.
