Almost......it's 1942 according to my source.
I'll give you the point as you were very close.....

This is the Georges Irat Fourgonette 3 ch, an electric van of 150 kg payload, first shown at the 1941 Foire de Lyon. It was accompanied by a small roadster of similar looks that had a smaller electric 2 ch engine. The roadster was originally built for Georges Irat's personal use only, but eventually both cars were produced in small numbers.
