The first word is the first part of a title of a leading naval rank......

The second word is a model of a popular British car (which this car is based on)......

The first word is Vice (Rear Anglia is definitely not the solution :D)
The car is Ford-based but the second word is not Prefect or Anglia but you're on the correct path.

I'll LOCK it for you to guess which Ford model the second name should be.

I'm giving Allan_L and D-Type a point each for identifying the name.

Treated as solved now as most of the information has now been solved.

The Vice-Consul was one of two identical sports racers built in the early 1950s by (I think) G.N. Hennessey on a Ford chassis using a Ford Consul engine and a MG gearbox.
By the way, the car in the background (No. 69) is Roy Clarkson's Morgan Saloon.
