Coming back to license plates, I'm not so sure (or I'm not able to read correctly the ones in the backgorund cars).

Also old Tanzania and Mozambique plates look similar...

Portuguese in Mozambique, I know, but the driver's surname (Costa) also sounds Portuguese. I thought it could have been a driver from Mozambique racing somewhere in Africa. Judging by that whiskey sponsorship on Anglia behind, may be Tanzania.

Yes, I agree.
Probably now a part of the answer is in the license plates (at least to know where the race took place).
The car ist most likely made in Mozambique.

I'm really unhappy I've found it after having published my "Fiat 850 fuoriserie" book. Fiat modified cars from Africa are so scarce...  :(
